
The Clean Truck Check is a mandatory emissions inspection program implemented by the California Air Resources Board (CARB) for most heavy-duty diesel and alternative-fuel vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds operating in California.
It is also called the Heavy-Duty Inspection and Maintenance Program to help ensure heavy-duty diesel and alternative-fuel vehicles maintain properly functioning emissions controls.
What Vehicles are Affected?
Nearly all heavy-duty vehicles with a Gross Vehicle Weight Rating (GVWR) over 14,000 pounds that operate in California are required to participate.
What are the Compliance Requirements?
- All applicable vehicles must be registered in CARB’s Clean Truck Check Vehicle System (CTC-VIS).
- An annual compliance fee is required
- Vehicle information has to be reported to CARB
- Starting in 2025, most vehicles have to undergo periodic emissions testing. Trucks have to be tested by a CARB-credentialed tester. Using devices that can screen for high emissions, enforcement is conducted through roadside monitoring. A “Notice to Submit to Testing” (NST) from CARB will be sent to the owner if the vehicle is flagged as a potential high emitter and will be required to submit a passing test within 30 days. Those who don’t comply may be subject to DMV registration holds and fines.
